Who is eligible to participate?

Any member of the PHOA is eligible to participate in the program. If you are not currently a member but wish to join, you are given this option when you sign up for the service.

Can residents living in the Woodlands, Pinon Mesa, Vista Ridge, or Sunbird Cliffs areas of Pinecliff become members of the Pinecliff Homeowners Association (PHOA) and participate in the Trash Service program even though these areas have their own HOAs and covenant enforcement?

Yes, anyone who joins the PHOA receives these benefits and services:

  • Membership is open to any single-family homeowner or renter in Pinecliff.
  • Significantly reduced trash & recycle service rates with no monthly or quarterly billing to individual homeowners.
  • Timely NEWSBlast announcements emailed about once a month.
  • Informative newsletters mailed or emailed to members three times per year.
  • Three to four extra duty police patrols each month in Pinecliff to discourage crime.
  • Coordination of the annual Chipper Program and wildfire mitigation efforts.
  • Monitor & report issues with crime, streets, safety, homelessness, etc.
  • Three major social events per year (Arceo’s Membership Social, Summer Party and Movie in the Park).
  • Support of the Friends of Ute Valley Park’s activities & projects.
  • Maintain and update the Pinecliff-HOA.com website.
  • Annual neighborhood cleanup, a free Dumpster Day, and Garage Sale.
  • Provide financial support to the ACC which overseas convenent compliance.

Note: Your areas are not under the jurisdiction of the PHOA; therefore, by joining you would receive the benefits of membership listed above but would not be subject to Pinecliff ACC covenant enforcement.

Is participation in the Trash Service mandatory for PHOA members?

No, it is a completely voluntary service offered through the PHOA.

What is required to participate?

  • Be a current member of the PHOA ($40/year).
  • Read, fill out, and return the Pinecliff Trash Service Agreement plus the Trash Service fee.
  • Make a single annual payment payable to “Pinecliff Homeowners Association” by the 25th of the month preceding your desired starting month.

How much does the service cost?

Beginning in March, 2020, the cost for trash is $11.50/month, which includes curbside pick-up of one 96-gallon bin and up to two additional bags per week. “Single-stream” recycling (meaning that you do not need to separate recyclable materials) is an additional $7.25/month and includes an additional 64-gallon recycling bin. You must prepay for service through the end of February 2021.

Can I pay extra to get carry-out pick up (house side pick-up) ?

Yes.  If your driveway is 150 feet or less in length it costs an additional $5/month and if your driveway exceeds 150 feet in length, it costs $10/month.  GFL will pick up and return containers from the side of the house (carry-out).

Is there an additional “rental” charge for bins?

GFL includes the 96-gallon main trash bin with the trash service. They also include an additional 64-gallon bin should you choose to pay for the additional recycling service.

Do I have to use GFL’s (formerly Bestway’s) containers?

No, although they request that you cover any existing logos. It is preferable to use the GFL bins since the truck uses automatic side-arm pick up.

When is trash picked up?

Trash and recycle bins are to be out at the curb (or outside your house, if you paid for the carry-out service) by 7:00 AM Tuesday mornings.  There could be a one day delay depending on weather or when New Year Day or Christmas Day falls.

  • A bear resistant ordinance takes effect March 1, 2020.
  • Residents who keep their trash inside a secured structure such as a garage until pickup day will not be affected by the new ordinance.
  • On trash collection day, non-bear resistant trash containers may be placed out for collection no earlier than 5 AM and must be returned to the secured structure by 7 PM the same day.

Can I signup later in the year?

Yes, you can start anytime.  Contact the Trash Coordinators at trashservice@pinecliff-HOA.com.

Can I start service in the middle of the month?

Yes, you can start anytime.  Contact the Trash Coordinators at trashservice@pinecliff-HOA.com.

What if I am already a GFL customer?

You can switch to the PHOA Trash Service at any time.  The Trash Coordinator(s) will let GFL know you are continuing service under the PHOA. They will coordinate any refund, bin change out, etc. with GFL.

Do I have to separate my recyclables?

No, GFL’s recycling program is “single-stream;” there is no separating or sorting required.  Rinse out containers to remove as much food residue as possible.

Can we put our service on hold if we are gone for extended periods of time?

Yes, if you will be gone longer than 4 service dates please contact the Trash Coordinator(s) at trashservice@pinecliff-HOA.com.

If I want to cancel my service mid-year, can I get my money back?

Yes, as long as you give the Trash Coordinator(s) advance notice for reimbursement for the unused time period.  The Trash Coordinator(s) will arrange to pick up your bin too.

What if I’m working on landscaping or fire mitigation one week and fill up a bunch of extra trash bags?

Contact GFL at 719-633-8709 48 hours in advance if putting out additional trash bags.  They may charge an extra $1.30 per bag exceeding the 2 free ones. Remember, you can ask a neighbor to add a bag or two at their curb if they have room.
Large branches, dirt, cement and rocks are not acceptable to include in your weekly trash pickup. The PHOA is still sponsoring the “Chipper Program” and “Dumpster Day” to assist in disposing of such items.

Do any of my Pinecliff HOA dues subsidize the costs of the Pinecliff Trash Service program?

No, the Trash Service is completely self funded and does not use PHOA membership dues.

Why is the PHOA doing this?

In the spring of 2012, the PHOA conducted an extensive membership survey to learn what programs, communication methods, and services were the highest priorities to our members. In the category of service, creating a consolidated trash service was ranked 2nd out of the 7 services listed.

Having Pinecliff Trash Service will help cut back on the heavy-load truck traffic running through our streets. On any given day, these massive trucks are seen racing from one Pinecliff home to another with big gaps in between customers. The trucks are noisy, and are very hard on our streets. They create a safety hazard for small children playing outside, kids riding bikes, children waiting at bus stops, pets out walking their owners etc.

Having more of our neighbors on the same day schedule not only makes it easier to remember to set out our trash, but it cuts back on having trash cans spattering the Pinecliff horizon, cluttering our curbs and tumbling through our streets every windy day of the week. Trash cans blow over, litter scatters through our parks, bears & wild critters find a feast — you get the picture. Having the same trash service also builds community and drives PHOA membership which adds value to your home in a variety of ways. It’s easier to help a neighbor out with their trash when they are away, you can let a neighbor throw an extra bag or two out with your trash if you have not exceeded your limit.
